In a landmark move, the Parliament of Sierra Leone has passed the Petroleum Regulatory Authority Act 2025, a new law designed to regulate and oversee the country’s burgeoning petroleum industry.
This historic legislation is expected to establish a robust framework for the management and governance of petroleum resources, setting the stage for more transparency, accountability, and sustainable development in the sector.
The new law aims to create an independent Petroleum Regulatory Authority, tasked with overseeing petroleum exploration, production, distribution, and the overall functioning of the sector. The establishment of the Authority is seen as a critical step toward enhancing the governance of Sierra Leone’s petroleum resources, ensuring that the country’s natural wealth is managed effectively for the benefit of all citizens.
One of the key provisions of the Petroleum Regulatory Authority Act 2025 is the establishment of strict guidelines for licensing and monitoring of petroleum activities, from exploration to distribution. The Act will empower the Authority to issue and revoke licenses for oil companies, ensuring that only those who comply with the country’s environmental, social, and regulatory standards are allowed to operate. This move is expected to promote greater accountability in the industry and help minimize the risks of illegal and unregulated operations.
The Act also places a strong emphasis on environmental protection and sustainable resource management. The Act will also provide for the regulation of the Petroleum downstream industry including the licensing, monitoring and supervision of the refineries, transportation, marketing and retail activities in the Petroleum downstream industry and other related matters.
Hon. Ibrahim Tawa Conteh said term limit should be given for Board Chairmen as it is done for other laws passed but others argued that they shouldn’t tie term limits but rather leave it under the prerogative of the President.
The passing of the Petroleum Regulatory Authority Act 2025 represents a critical milestone in Sierra Leone’s ongoing efforts to build a sustainable and transparent oil and gas industry. As the country continues to develop its petroleum sector, the new law will provide the regulatory foundation necessary to harness the full potential of the industry while ensuring that the benefits are equitably distributed among all Sierra Leoneans.
